Before talking about the history of the Constitution of the Republic of Uzbekistan, “What is the Constitution?” It is desirable to answer this question.
The Constitution (Latin, “Constitution” is a constitution), the main law of the state. It defines the structure of the state, the system of authorities and authorities, their powers and procedures of formation, the electoral system, the rights and freedoms of citizens, the relationship between society and the individual, as well as the judicial system and the relations between the state and society.
The term “constitution” was known in ancient Rome (the constitution of the emperor). Amir Temur’s “Tuzuklar” was a special constitutional document of the civilization of the East and Asia.
When we look at the complex and important and honorable chronicle of the creation of our Basic Law, we no doubt feel that the Constitution of Uzbekistan is the result of a long search for our nation’s independence.
First of all, it is based on three thousand years of national state experience in the dismantling of the constitutional “building”. The present-day Uzbekistan is the embodiment of our ancestors, the historical traditions of our people and its centuries-old dream of an independent state. In addition, based on our interests and aspirations, our Basic Law is based on the best constitutional experience of 97 countries of the East and the West, South and North.
The first legal step towards creating a constitution is to grant Uzbek the status of a state language.
Thus, since Uzbekistan proclaimed its independence, a new, sovereign state has been established on the world stage. On the day when our first Constitution was adopted, our state was born again, and a solid legal foundation for true independence was laid.
The first Constitution of independent Uzbekistan has established and strengthened the legal guarantees of the new independent society. Adoption of the Constitution has created a clear legal system that regulates relations in all spheres of social and state construction, in all spheres of national legislation.
The head of the state, Mirziyoev, always focuses on the perspectives of the realization of social rights of our citizens, including the creation of decent conditions for them, the education and training of young people, the provision of jobs and housing. In a speech at the ceremony dedicated to the 26th anniversary of the adoption of the Constitution of the Republic of Uzbekistan, President Shavkat Mirziyoev said that obtaining a doctor’s profession was not an easy task and it required hard work, a firm will and determination. At the same time, there is a need to further improve the system of social support, creation of decent working conditions and incentives for health workers, further introduction of compulsory health insurance in order to provide guaranteed medical care to population. It is necessary to raise it to the level, ”said the President.
